Anyone from Upstate NY? How can this be for the good of the students?

After arriving in Upstate NY my wife and I were appalled at some of the state rules for education. Sports are first on my list. 1) Coaches don’t have to be certified teachers all you have to have is 3 courses that last 6 weeks. 2) If a coaching job opens up school employees are the first offered the job. Experience or not. Some NY teachers union rule. The swim coaches is a 2nd grade teacher than can’t swim well enough to pass the Red Cross Life Guard test. The town next to us has the head janitor coaching swimming. 3) Experienced coaches not already affiliated with the school have to take what is left. My wife was a division 1 swimmer who has now taught for the last 6 years after college and is being told she can come lifeguard for the swim teams and assist with coaching but can’t come to the meets because they don’t want to give the parents the wrong idea about who is in charge of the program. HOW IS THIS HELPING OUR KIDS?
